New Clinic and New Platform
In continuous development, we built the new Marcelo Liberato Clinic with structure and technology for multidisciplinary care (check it out on the website). In addition, we developed the brand new RIA (Health Training Platform), to maintain the vanguard and excellence in teaching and training that represents our history and values (check it out on the website).
2019
Development of a technological platform from the Ruettiman Institute (RIA System), used in CTDV.
A platform was developed to guarantee quality and efficiency in the services offered to the population. The RIA System was created to ensure control of internal processes, from the use of materials to the quality of services provided. In this way, care activities and management are evaluated and optimized, generating quality, scientific and administrative knowledge.
2018
Creation of the Ruettiman Institute and the CTDV-Ulcer and Venous Diseases Treatment Center
Stimulated by the excellent technical results and great benefit to the population of Salvador, in 2018, we created the Ruettiman Institute and expanded the PAI/DVC service infrastructure. In partnership with Monte Tabor, we created the CTDV – Center for the Treatment of Ulcers and Venous Diseases, located in the neighborhood of Pau da Lima, in Salvador-BA. The partnership with Mount Tabor ended in December 2021
2017
Foam sclerotherapy being officially recognized by the Ministry of Health after official request for inclusion with two of our projects
In January 2017, Dr. Marcelo Liberato was summoned, on behalf of the then Minister of Health, Mr. Ricardo José Magalhães Barros, for CONITEC, for a meeting in a plenary session at the headquarters of PAHO (Pan American Health Organization), in Brasília.
The meeting was attended by 13 representatives from seven bodies that govern health in Brazil, where the creation of a specific code for foam sclerotherapy in the List of procedures by the SUS was discussed. They voted and the positive result was unanimous!

Reporting with Dr. Dráuzio Varella at Fantástico
During the first years of operation, the PAI/DVC, with support from the municipality, gained national and international repercussions. We achieved high visibility with a Reporting on national television on the program Fantástico, on Rede Globo, with the respected Dr. Dráuzio Varela🇧🇷 The report helped a lot due to the awareness of the serious public health problem that are varicose veins and venous ulcers.
At that time, the doctor had already forwarded two projects to the Ministry of Health, CONITEC (National Commission for the Incorporation of Technologies in the SUS), describing our program, analyzing the budgetary impact and seeking to establish a specific code for the use of sclerotherapy with foam by SUS.

Ruettiman Teaching and Professional Training

2013 to 2019
Creating a municipal care network for patients with varicose veins and ulcers through continuous education and training
In recent years, we have trained more than 300 health professionals (nurses and technicians), who work in approximately 50 public health centers in Salvador, to carry out the first screening of patients seeking help on the outskirts of the city, selecting those with the most varicose veins. serious and venous ulcers.
We also trained professionals in the municipality for compression therapy and wound care (ulcers). To date, more than 900 nurses and nursing technicians, working in 12 districts, have received hands-on training directly from Dr. Marcel Liberato. We noticed an increase in cure rates and improved results in all regions.
2013
Pioneer project recognized by the municipality of Salvador
In March 2013, Dr. Marcelo went to help some of his students at a State Public Hospital to officially implement a foam sclerotherapy program, even though he had no official support for his hospital. The PAI/DVC (Comprehensive Care Program for Patients with Chronic Venous Disease) was the first official and outpatient program in a capital of the country, by the SUS, which used foam sclerotherapy to treat varicose veins and venous ulcers. At the time, we did not have a specific SUS reimbursement code for the technique. On 10/10/2013, we officially treated the first 10 patients through our municipal program.
2010 to 2012
Social project
We had great challenges to overcome from the beginning. The social project, started slowly in 2010, spent 2011 and 2012 without any official government support. We treat with our own resources and research a limited number of low-income patients (around 300).
2011
Start of volunteering, research and teaching
doctor Marcelo started a volunteer and research program, treating varicose veins and wounds for free. The conventional surgery task force coordinated by him created a waiting list of around 1,000 registered patients. Simultaneously, he wrote a research project, which was approved by the Ethics and Research committee, helping him with a small grant that he used to buy the material and treat more patients.
On December 9, 2011, Dr. Marcelo promoted the first Foam Sclerotherapy Course, which received 25 students and treated 18 patients. The success of this first course was the stimulus he needed to continue the assistance activity, which, associated with teaching and research, formed a base that still strengthens him today.
2010
Beginning of the foam experience
Concerned about the large number of patients on the waiting list and without wanting to suspend the service, in 2010 he began research on the foam sclerotherapy method. The foam appeared to be an excellent alternative to surgery for the treatment of patients with varicose veins and venous ulcers, and could be used in the outpatient setting and at a low cost to public health.
2004
Return to Brazil
Upon arriving in Brazil in 2004, Dr. Marcelo kept the focus on arterial diseases. At the same time, in 2005, he began coordinating a joint effort for conventional varicose vein surgery to meet the high public health demand. At the time, it operated on 400 to 500 patients a year, free of charge through the SUS. The severity of advanced chronic venous disease in the low-income population drew the attention of Dr. Marcelo.
At the time, he still performed varicose veins surgery that required cuts, anesthesia and hospitalization with occupation of a hospital bed and operating room in public health. The costs of the surgery were very high compared to the reimbursement, and a few years later, the hospital administration signaled the problem to the angiologist.
1999 to 2004
Medical Residence in Milan
In 1999, the doctor finished college and went to Italy, initially to do a one-year internship in vascular surgery at Hospital São Rafael in Milan. The experience became a medical residency in vascular surgery for five years (1999-2004) in the largest service in Italy, with the great master of the specialty, Professor Roberto Chiesa.

Faculty of Medicine
In 1993, dr. Marcelo Liberato entered the Faculty of Medicine at the Federal University of Bahia with some dreams. What most inspired him when he was a student were the shifts with practical activities at the General Hospital of the State of Bahia, focusing on emergency surgery.
